App ID 33339957 is a new Pay Per Use app. GET /1.1/account/verify_credentials.json is a v1.1 endpoint. New Pay Per Use apps should use X API v2, so a 401 (code 32) on that v1.1 call is not a missing enrollment.

If you get blocked when posting on X as well, it is not an API level issue, but an account level issue. The account is likely hitting out spam systems.
