The fourth in UrbanToronto’s series covering Toronto City Council’s extra-large July, 2026 planning docket turns to the remaining citywide decisions, many of which were amended following debate. Following Toronto and East York Community Council, Etobicoke-York and North York Council, and Scarborough Community Council quick approvals stories, the fourteen development proposals covered here range from freehold townhouses in Etobicoke to the Downsview West District and The Bend plans in the Lower Don Lands, which alone account for 14,244 homes. The approvals total 19,692 residential units, including 3,458 rental homes, of which 1,045 are affordable and 73 are rental replacements; Downsview West contributes 925 of the affordable units. With tenure not yet specified for 15,418 homes, the eventual rental total may be considerably higher. Beyond the approvals, Council referred the Lake Shore Boulevard West planning framework for further study and adopted the Chinatown Tomorrow Planning Initiative. All the numbers are detailed below.

Masterplans

Downsview West District
Zoning approval, granted as amended, advances the Downsview West District, a 30.3-hectare mixed-use community planned by Canada Lands Company north of Carl Hall Road and west of the Barrie GO rail corridor. Its 23 buildings would rise as high as 60 storeys (197m), bringing 9,250 residential units, including 925 affordable rental homes, alongside office, retail, institutional, and community uses. The district’s landscape and urban design team includes DTAH, Urban Strategies, SLA, Trophic Design, and Davey Resource Group, with heritage work by ERA Architects. The approval also secures nearly two hectares of parkland, three childcare facilities, community space, and public art, while Council’s amendments call for efforts to retain the Downsview Merchants Market and accommodate small and locally owned businesses within the rejuvenated Depot building.

The Bend
Revised Official Plan and zoning permissions advance The Bend, a multi-block community south of the Gardiner Expressway at Cherry Street, and formerly known as 3C Waterfront. Designed by COBE Architects and architects—Alliance for 3C Lakeshore Inc — comprising Castlepoint Numa, Cityzen Group, and Continental Ventures Realty — the overall plan calls for 4,994 residential units in towers reaching 53 storeys (177.8m), together with office and retail space. Its first phase, the Northwest Block, would deliver 1,736 units across four buildings rising 29 to 53 storeys. The approval secures 4,331m² of on-site parkland, while enactment of the implementing bills awaits provincial approval related to the Lower Don Special Policy Area’s natural-hazard policies.

Toronto Proposals

245 Eglinton Avenue East
After North York Community Council forwarded the application without a recommendation, City Council adopted Official Plan and Zoning By-law amendments for 245 Eglinton Avenue East. The proposal from Crestview Investment Corporation, designed by Superkül, comprises a pair of 59-storey towers (197m) at the southeast corner of Eglinton Avenue East and Mount Pleasant Road, with 1,202 residential units above 2,802m² of retail space. Through Site Plan review, City staff will seek to limit southbound vehicle access onto Taunton Road and establish a landscape buffer beside the existing neighbourhood.

545 Eglinton East
Following an unsuccessful attempt to defer the application to December, Council approved Official Plan and Zoning By-law amendments for 545 Eglinton East. Proposed by Skale Developments at the southeast corner of Eglinton Avenue East and Hoyle Avenue in Davisville Village, the 35-storey (117.95m) building would deliver 383 market-rate rental units and 250m² of retail space. The project is designed by Turner Fleischer Architects and includes two underground levels with 92 vehicular parking spaces and parking for 389 bicycles.
