Legislation can have wide-reaching impacts: both predictable and unforeseen. Navigating that uncertainty requires policy expertise: something political scientists are uniquely qualified to offer.

For more than three decades, Dr. Dottie Carmichael ’99 has built a career bridging academic research and real-world policymaking, demonstrating how political science training can shape public policy far beyond the classroom. Since joining the Public Policy Research Institute (PPRI) at Texas A&M University in 1988, Carmichael has led evidence-based research initiatives addressing some of Texas’s most pressing public policy challenges.

Dr. Carmichael earned her Ph.D. in Political Science in 1999—one of the first Ph.D. degrees granted from the Department of Political Science—after first completing a Master of Public Administration. Instead of a traditional academic path, she found herself drawn to applied policy research—work that combined scholarly analysis with the practical realities of government decision-making.

“My graduate training in political science gave me the intellectual tools to think critically about competing perspectives on difficult issues,” Carmichael said. “The degree strengthened my interest in public decision-making and deepened my ability to analyze policies that affect people’s lives.” That combination of academic preparation and public service orientation proved foundational to her career at PPRI.

Over time, Carmichael discovered that one of the most rewarding aspects of public-sector research is its unpredictability. “A traditional academic career often incentivizes specialization within a narrow area,” she explained. “My experience has been very different. Much of our work responds to emerging policy challenges that policymakers are facing in real time. One of the greatest surprises of my career has been discovering how intellectually fascinating nearly any policy domain becomes once you understand the competing incentives, tradeoffs, and human consequences involved.”

Her work has contributed to several nationally recognized policy initiatives. For example, anyone who has seen a police procedural has heard the phrase: “I want a lawyer.” This simple statement belies pragmatic questions that must be answered in implementation (What kind of lawyer? How qualified?) Dr. Carmichael’s research helps shape the answer. After the Texas Indigent Defense Commission set the state’s first standards for court-appointed counsel in 2002, Carmichael led numerous studies examining ways to improve the quality and efficiency of indigent legal representation. In addition to recognition from the State Bar of Texas, her research was later cited in the majority opinion for the landmark U.S. Supreme Court case Rothgery v. Gillespie County. In 2011, Carmichael helped lead the groundbreaking Breaking Schools’ Rules study to demonstrate that exclusionary school discipline practices such as suspension and expulsion increased—rather than reduced—the chance of future justice system involvement for some students. The research informed national conversations on school discipline reform and was cited by President Barack Obama and by Attorney General Eric Holder as part of broader policy initiatives focused on youth opportunity and educational equity.

In her current role as PPRI Director, Dr. Carmichael oversees teams of collaborating colleagues from a range of disciplines—economics, public health, sociology, political science, and public service—working in research partnerships with government agencies, nonprofit organizations, and academic departments on topics including healthy aging, adolescent development, veterans’ services, criminal justice reform, and opioid prevention. She believes this diversity reflects both the continuing relevance of political science and the enduring value of a liberal arts education. “In an era where higher education increasingly emphasizes narrow technical training, real-world policy analysis demonstrates why liberal arts skills still matter,” Carmichael said. “The ability to think critically, communicate clearly, evaluate evidence, and understand institutions and human behavior remains essential. Technical tools change over time, but those foundational intellectual skills endure.”

Asked what advice she would offer current students, Carmichael emphasized flexibility and purpose rather than rigid career expectations. “A career is a lifetime commitment,” she said. “Students sometimes feel pressure to define themselves too narrowly or worry that opportunities outside traditional academia represent a lesser path. I would encourage them to stay open to possibilities. Political science training can lead to meaningful work in government, nonprofits, research institutes, policy organizations, and many other settings. Whatever path you take, listen to your inner voice and find ways to make the work meaningful to you. That sense of purpose matters over the long run.”
