The vent solenoid was bad. Replaced and rechecked. Vent solenoid now seals, but still no vacuum build up. Confirmed purge works. Will pass evap function test if i remove the line to the tank from the canister and plug the canister port. Then smoke tested tank, still unhooked from the canister, no smoke visible.
