Iran’s Deputy Foreign Minister for Legal and International Affairs, Kazem Gharibabadi, said Tehran had compiled extensive documentation on the role of certain neighboring countries in facilitating the recent US-Israeli military offensive against Iran.

He added that Iran had submitted more than 100 diplomatic notes to the United Nations in preparation for potential legal proceedings.

Speaking at a press conference marking the end of his visit to Hormozgan province, Gharibabadi outlined the scope of Iran’s legal and intelligence evidence related to the war.

He confirmed that more than 100 diplomatic notes outlining the aggression and regional complicity had been sent to the United Nations and the UN Security Council and formally registered as UN documents.

Gharibabadi said the documents compile detailed information on the origins, timing and targets of flights and missile launches, as well as their impact locations, to support legal proceedings and establish accountability for all parties involved in the attacks.

Gharibabadi outlined Tehran’s broader legal strategy to hold the United States and the Zionist regime accountable.

He said that heads of executive bodies, ministers and organizational leaders had prepared more than 170 reports detailing damage across various sectors.

He said the country’s diplomatic and legal institutions must document war-related crimes and damages and seek accountability through international organizations, judicial and legal forums, and foreign courts.

Specialized reports detailing US-Israeli attacks on the Shajareh Tayyebeh school in Minab, the Lamerd stadium, oil storage facilities, environmental impacts and other infrastructure have been officially circulated as documents of the UN Security Council.

Gharibabadi said Iran’s judiciary has opened multiple cases domestically.

The case involving the Minab school massacre has been completed in Hormozgan and referred to the court after an indictment was issued.

In addition, the head of the judiciary has ordered that all cases related to the 40-day war be centralized in Tehran to streamline criminal and legal proceedings.

Gharibabadi underscored Iran’s commitment to its neighborhood policy and constructive ties with all neighboring countries, including Arab states along the southern coast of the Persian Gulf, while stressing that sovereignty and regional stability remain firm red lines.

He warned that Iran’s security is closely tied to that of other countries in the region, urging them not to allow their territory to be used to create insecurity or undermine Iran’s national security.

Gharibabadi said the strategic Strait of Hormuz is an integral part of Iran’s national security and defense capabilities.

He said Iran has the right to take necessary measures to protect its national security.

He said the current restrictions and control measures in the strait stem directly from wartime conditions and will remain until the United States determines that military options are ineffective and fulfills its commitments.

Gharibabadi issued a directive on maritime traffic in the region, saying all ship movements under current conditions must be coordinated with Iran. He said the uncoordinated passage of commercial vessels would violate the announced arrangements and warned that the armed forces would respond to any breaches. He also said the passage of warships through the Strait of Hormuz was prohibited.

Gharibabadi said Iran and Oman had reached an understanding on entry and exit routes through the Strait of Hormuz.

The two countries are reviewing executive arrangements to register the relevant maritime maps with the International Maritime Organization (IMO).

However, he warned that the technical and legal measure does not amount to an immediate reopening of the strait, stressing that any further action will depend entirely on the implementation of US commitments.

The Islamabad Memorandum of Understanding, which established a framework for ending the U.S.-Israeli war against Iran, set out explicit conditions governing maritime navigation through the Strait of Hormuz.

Under the agreement, brokered with Pakistan’s mediation, the United States agreed to lift its illegal naval blockade, unfreeze Iranian assets and halt all military operations in return for the gradual normalization of maritime traffic.

The memorandum of understanding stipulated that any resumption of commercial transit through the strait would require coordination with and approval from the Islamic Republic of Iran, in recognition of Tehran’s sovereign security interests in the strategic waterway.
