Cybersecurity is changing fast, and for government agencies, the stakes have never been higher.

That was the central theme of GovLoop’s recent webinar,”What’s Next in Government Cybersecurity,” which brought together cybersecurity leaders from government and industry to discuss emerging threats, AI, cyber resilience, data governance, and even the looming impact of quantum computing.

Cybersecurity Is Now a Mission-Critical Responsibility

One theme surfaced repeatedly throughout the event: agencies can no longer think of cybersecurity as solely a technology concern.

As government services become increasingly digital, cyber incidents can disrupt everything from critical infrastructure and elections to citizen services and public trust. Several speakers emphasized that cyber risk should be managed alongside financial, legal, operational, and reputational risks. In other words, cybersecurity needs a seat at the leadership table.

The takeaway for government leaders? Cybersecurity conversations shouldn’t happen only between IT and security teams. Program leaders, executives, operations staff, HR professionals, procurement teams, and business stakeholders all have a role to play in strengthening organizational resilience.

Collaboration Is Becoming a Security Strategy

One of the most compelling discussions during the session described the benefits of a statewide approach to cyber defense.

Rather than viewing attacks as isolated incidents, it’s important to see attacks against one organization as a threat to the broader community. That mindset has led to stronger collaboration among state agencies, local governments, schools, tribal communities, and federal partners.

The value of that collaboration extends beyond incident response. Shared intelligence, shared services, and open communication help organizations spot threats sooner and respond faster. Speakers stressed that information-sharing shouldn’t be viewed as a sign of weakness. In many cases, it’s one of the strongest defenses agencies have.

For agencies facing limited budgets and staffing shortages, collaboration may be one of the most effective ways to stretch resources and improve outcomes.

AI Is Reshaping Both Sides of the Cybersecurity Fight

It wouldn’t be a cybersecurity discussion in 2026 without talking about AI.

Throughout the webinar, speakers highlighted how artificial intelligence is creating new opportunities for defenders while simultaneously making attackers faster and more sophisticated. AI-powered tools can help organizations identify vulnerabilities, automate security tasks, improve monitoring, and respond more quickly to threats.

At the same time, agencies must contend with AI-enabled phishing attacks, disinformation campaigns, impersonation attempts, and other emerging threats. One speaker noted that agencies should assume AI is here to stay and begin experimenting with it thoughtfully rather than waiting on the sidelines.

The challenge isn’t deciding whether AI will influence cybersecurity. It already has. The real question is how quickly agencies can use these tools to strengthen defenses before adversaries gain a bigger advantage.

Simplicity Matters More Than Ever

Government organizations are often managing a patchwork of legacy systems, disconnected tools, and competing requirements. Several speakers noted that complexity itself has become a major cybersecurity challenge. Fragmented systems can create blind spots, slow investigations, increase operational friction, and overwhelm already-stretched teams.

The discussion around data governance illustrated this challenge well. Agencies must balance securing sensitive information with ensuring employees can actually access the data they need to perform their jobs. Security and usability aren’t opposing goals. Instead, agencies need both.

Similarly, workforce shortages continue to make cybersecurity operations more difficult. Security teams face alert fatigue, burnout, and increasing demands on their time. Simplifying environments, integrating tools, and reducing complexity can help agencies improve both security and operational efficiency.

The Quantum Era Is Closer Than Many Think

While AI dominated much of the discussion, another emerging technology received significant attention: quantum computing. Experts warned that organizations should not dismiss quantum computing as a future problem. While cryptographically relevant quantum computers do not yet exist, agencies need to begin preparing now because modernizing encryption across an enterprise takes time.

One concern is the “harvest now, decrypt later” scenario, where adversaries collect encrypted data today with plans to decrypt it once quantum technology matures. For agencies managing sensitive information, that risk is particularly important to consider.

Speakers encouraged agencies to start inventorying cryptographic assets, follow evolving standards, and build what they called “crypto agility” so organizations can adapt as encryption requirements continue to evolve.

Looking Ahead

If there was a single message that tied the event together, it was that resilience matters just as much as prevention.

Threats will continue to evolve. New technologies will introduce new opportunities and new risks. Budgets and staffing constraints will remain realities for many agencies. But organizations that prioritize collaboration, embrace modernization, simplify operations, and plan for emerging technologies will be better positioned to defend their missions.

Cybersecurity’s future isn’t just about building stronger defenses. It’s about ensuring government can continue delivering critical services, maintaining public trust, and adapting to an increasingly complex digital landscape. And as the speakers made clear, that’s a responsibility shared across the entire organization.
