MONROVIA — There is a version of this story in which the boat behind the Monrovia Central Prison is nothing more than a stray vessel, pushed toward shore by the tide and forgotten within days.

But Thursday’s discovery is difficult to view in isolation.

Five weeks ago, the prison’s Deputy Superintendent for Operations, Jackson K. Kolako, publicly warned that he believed a plan was being developed to facilitate a mass jailbreak—potentially freeing foreign nationals detained in connection with Liberia’s largest cocaine investigation.

Now, before dawn on Thursday, a vessel of disputed ownership and unexplained movements was found at the beach behind the same prison.

Coincidence is possible. But the timing has raised questions that authorities have yet to fully answer.

What Kolako Actually Said

Kolako’s account dates to August 1, when, according to him, two men arrived at the prison claiming to be National Security Agency officers. He said the men were dressed in a manner inconsistent with prison security rules and sought access to one of the foreign nationals detained in connection with the drug case.

Kolako said he questioned whether the prison’s chief superintendent and the Assistant Minister of Justice for Corrections had authorized the visit.

He says he was arrested later that day, in front of his officers, on the orders of a senior Justice Ministry official.

According to Kolako, he spent six days in custody without giving a statement and was pressured to surrender his phones and passwords. Following his release, he publicly raised his concerns and appealed to President Joseph Boakai to consider moving detainees connected to the drug investigation to a more secure facility outside Liberia, suggesting Morocco as one possible destination.

Kolako’s account, however, remains contested.

He has not publicly produced evidence establishing that an actual jailbreak plot was underway, while officials he implicated have not publicly addressed all of his allegations. Ministry of Justice records have reportedly presented a different explanation for his suspension, saying he was sanctioned over alleged obstruction of a lawful operation rather than for raising security concerns.

The competing accounts have yet to be reconciled.

On Thursday, Kolako again took to social media, emphasizing the need for heightened coordination among the Liberia National Police, Armed Forces of Liberia and corrections authorities.

Kolako, using the name Gertrude’s Pap on Facebook, said the detention of people connected to sensitive and high-profile cases requires preparedness, coordination and vigilance.

“Security is stronger when institutions work together,” Kolako wrote.

Mystery Vessel Sparks Calls for Independent Probe

The vessel’s appearance has now triggered calls for an independent investigation.

Liberian activist Martin K. N. Kollie, whose network first reported the boat, is calling for an independent inquiry into how the unidentified vessel came to be at the beach behind the Monrovia Central Prison, commonly known as South Beach.

Kollie has described the vessel as a “ghost boat” and questioned conflicting accounts surrounding its ownership, origin and movements.

He has specifically called for an investigation outside the Liberia National Police, including Inspector General Gregory Coleman, arguing that the circumstances require investigators viewed as independent by the public.

The vessel was later moved toward the Miami Beach area, according to accounts surrounding the incident, further raising questions about who controlled it and why it had initially been positioned near the prison.

The Question of the Boat

Kollie has also challenged claims that the vessel found at South Beach belongs to a person identified publicly only as “Charlie,” who reportedly described himself during a radio interview as a Canadian miner.

Kollie maintains that images circulated by people claiming ownership show a different vessel from the one found behind the prison.

That claim has not been independently verified by FrontPage Africa.

The unresolved questions are nevertheless straightforward: Who owns the vessel? Where did it come from? Who was operating it? When did it leave the St. Paul River? How did it reach South Beach? And was anyone aboard at any point during the journey?

Those questions become more consequential because of the vessel’s location.

The beach behind the prison sits within a highly sensitive security environment, particularly as the facility houses detainees linked to Liberia’s ongoing drug-trafficking investigation.

A Country That Has Seen This Boat Before

The episode comes against a backdrop of growing scrutiny over Liberia’s maritime security.

In June, a vessel identified as the IB Atlantic IV remained off the coast of Grand Cape Mount County for several days as Liberian authorities considered how to respond before the vessel eventually moved away and was later intercepted and seized in Ivorian waters.

No drugs were officially reported recovered from the vessel.

The episode nevertheless became another example of the challenges facing Liberia in monitoring and securing its coastline.

The latest vessel presents a different but related set of questions.

Despite competing ownership claims, authorities have not publicly established who owns the boat, how it reached South Beach or whether it was carrying anything when it arrived.

Nor has any official investigation publicly established a connection between the vessel and the ongoing drug-trafficking cases.

What Remains Unanswered

For now, the boat remains less an answer than a question.

There is no publicly established evidence that the vessel was part of a jailbreak attempt. There is also no publicly established evidence that it was connected to the drug investigation.

But the combination of its location, the conflicting accounts surrounding its ownership and movement, and the prison security warnings raised weeks earlier has created a legitimate public-interest question.

An independent investigation could establish the facts without relying on competing narratives—determining the vessel’s ownership, registration, route, occupants, cargo, movements and circumstances surrounding its arrival at South Beach.

Until those questions are answered, the vessel behind the prison wall will remain what it became Thursday morning: a mystery sitting in plain sight.
