There is no APCu plugin in that sense. Detection is handled by core.apcu.php.
I suspect there's a problem with the language file. I've put all the necessary files into a compressed archive. Please replace the existing files with the ones from the archive. You may also need to set the file and directory permissions (Admin Area -> Maintain -> Restore authorizations for pr...
