In world-gen, if there are too many positions to be filled, they simply stay empty until more units are available. E.G, a unit at a site might inherit a civ-level position and still remain a member of the local government. When this happens however, they move to the capital. If a unit gains a new position, either inherited or otherwise, it drops the previous one. If a unit assumes a civ-position in fortress mode, it leaves the current position.
