Duckboats

I just got a message from Jeff Coats where he had a question. I told him I'd ask the forum. He bought a batch of push poles at Tuckerton some number of years ago and is looking for who made them. Electrical additions were next up on the list. Trolling motor was mounted but had no power or way to recharge the batteries. I opted for a 80lbs thrust 24 volt MinnKota Terrova. 6 gage marine wire was purchased along with the terminals and tools needed.
The tool in the center is a punch and die set, used to cut a clean 1 1/4 dia. hole thru the deck.

So I got brand new coils, new power pack and spark on #2 but nothing on the #1 top cylinder. Ohms reading from the ignition switch wires are reading within specs.
Any thought on what to dive into next?
I leaning towards popping the flywheel and replacing the ignition parts underneath.
