Ask ten educators to define “school culture,” and you’ll get ten different answers. For years, that’s been treated as a communication problem; if only a stronger, clear mission statement existed to capture the true definition. But the root of the issue isn’t so much shared language as it is structural; rooted in neuroscience. When adults aren’t regulated, authentic connection is missing, and punishment replaces problem-solving. There isn’t a program in existence that can deliver the transformation schools are actually in need of.

The Problem with How Education Talks About Culture

Walk into any school improvement meeting and you’ll hear “culture” used as both a diagnosis and a destination; rarely with the same meaning twice. Sometimes it’s a climate survey. Sometimes it’s a student-experienced initiative. “Climate and Culture” are written in tandem across pedagogical texts and instructional materials. Existing definitions in the field such as shared beliefs and values are all useful, but they never provide the complete picture. They describe culture without explaining how to shape it; measuring outputs like behavior data and morale but rarely addressing the internal conditions that produce them.

Above all, almost all of them focus on student experience while leaving the adult experience out of the picture entirely.

Education can diagnose a culture problem, but it can’t provide a solution.

The result is debilitating: schools invest in culture “products” without ever building the infrastructure to sustain it. Culture gets treated as something you add on top of how a school already runs, instead of the transformational system everything else runs on.

A Different Definition: Culture as Co-Regulation

Conscious Discipline defines culture as the sum of three things: self-regulation, connections, and the repeated daily practices of every adult and child in a system; and the environment those create for learning, belonging, and growth.

Regulation & the Brain State Model: Whether a person is operating from a Survival, Emotional, or Executive Brain State determines their capacity to connect, respond to stress, teach, or learn. It’s the invisible force behind almost everything else, but it’s rarely addressed directly.
Connection: Safety and belonging aren’t soft outcomes, they’re neurological prerequisites. A brain that doesn’t feel safe can’t access learning, and a community without genuine belonging can’t sustain any other improvement.
Repeated Practice: The daily language, rituals, and routines that either reinforce or quietly erode everything above. Culture isn’t built by programs. It’s built by what adults do in ordinary moments, dozens of times a day.

An initiative can change what people do for a season. A transformative system changes the conditions everything runs on permanently.

Introducing the S.A.F.E. Framework

When leadership is stable, adults are regulated, and community is strong, classrooms become places students and teachers want to be. Conscious Discipline gives teachers specific daily practices and classroom tools that reduce disruptions by addressing their root causes: students feeling unsafe or disconnected.

S.A.F.E. answers three questions for every school and district:

Where are we?
What does successful implementation actually look like?
What outcomes can we expect?

Progress moves through four levels: Awareness, Acceptance, Application, and Integration, and is tracked for individuals and systems at the same time.
