Anyone been bitten by a redback before?

A long time ago, I put a lump sum into a Variable Annuity to act as a pension.
Now that it's time to take payments from this, I can see that the annuity can be transferred to another company as a type of exchange.
Are there any issues that would stop such a transfer, particularly as I would be receiving payments while living outside of the States?
