The Wii PMS can be modified to power the Dreamcast by changing two resistors for setting the output voltages to 2V and 2.5V.

R = 160K * [(Vout / .8) - 1]
2.0V: R3 = 240K
2.5V: R12 = 340K

Then wire 2V to the pad labeled "1V" and 2.5V to the pad labeled "1V25". Remember to never solder to the board while the batteries are connected.
