If high-stakes cases in rapidly-evolving industries take more than 27 months from docketing to hearing, it will be hard for a less popular UPC division to compete with the top four or five venues.
A delay in Milan is a delay in Milan, not in other venues. But every such situation is a missed opportunity and will indirectly contribute to a continuing concentration of cases in the Germany-based Local Divisions.
